Our History

D. Stephen Duncan was born and raised in Tazewell, Tennessee. He currently resides in Johnson City, Tennessee with his wife Vickie.
He graduated from Claiborne County High School, and then attended Tennessee Technological University in Cookeville, Tennessee, where he earned a Bachelor of Science degree in Business Management. After college, Mr. Duncan's interest in the law prompted him to attend Memphis State University (now the University of Memphis), where he earned a Juris Doctor degree in 1987.
After law school, Mr. Duncan returned home to East Tennessee. He has since represented clients in numerous East Tennessee counties including Washington, Carter, Unicoi, Johnson, Sullivan, Greene, Claiborne, Hamblen, Hancock, and Hawkins.
In 1998 Mr. Duncan decided to open his own law office, and established the Duncan Law Firm in Johnson City, Tennessee. Since then, Mr. Duncan has concentrated his practice primarily in the areas of Chapter 7 and Chapter 13 Bankruptcy cases, Personal Injury claims, Social Security Disability claims, and Family Law matters.
Mr. Duncan is a past president of the Washington County Bar Association. He is also a member of the Tennessee Bar Association, the National Association of Consumer Bankruptcy Attorneys, the National Organization of Social Security Claimants Representatives, and the National Association of Bankruptcy Trustees. In addition to being licensed to practice before all Tennessee State Courts, Mr. Duncan is also a member of the bar of the Court of Appeals for the Sixth Circuit and the United States District Court for the Eastern District of Tennessee.
In 2011 Mr. Duncan was chosen by the United States Department of Justice to serve on the panel of Chapter 7 Bankruptcy Trustees for the Eastern District of Tennessee.
Mr. Duncan has further served as a past president for the Johnson City Optimist Club and for the Business Resource Group.
